Clear scope from day 1

Not everything should go into phase 1. Prioritizing means protecting the project. We define a realistic backlog with a Must/Should/Could logic to manage scope and prevent every meeting from opening ten new requirements.

When too many people decide, nobody decides. We need a figure with real capacity to unblock, validate, and prioritize. This role is key to keeping the project moving.
